Not so sure how many Russian records there are of this Taxon, best fit seems Grey-crowned Rosy-finch Leucosticte tephrocotis griseonucha/umbrina.

Yes, this individual looks like L.tephrocotis, but the latter one usually has more distributed light color on its head. I don't think it would be tephrocotis, but it's interesting anyway.

A very similar bird was taken SE from there, on the Momskiy Range. Probably Asian rosy-finches from NE Yakutia look alike.

I think with the pale grey restricted to the hind neck it should be arctoa. I would expect tephrocotis to have a much broader pale coloration of the head. The actual colour of the neck seems to vary a lot amongst the different subspecies.
